Require a name for unregistered commenters

This dynamic configuration parameter controls whether a user submitting a comment without registration has to provide a name.

• If set to Off (the default), specifying a name is optional: an unregistered user may leave the name field empty, in which case the comment is attributed to Anonymous.
• If set to On, an unregistered user must enter a non-empty name before the comment can be submitted. The name field in the Log in dialog becomes mandatory, and the server rejects unregistered comments that come without a name.

This setting only applies when commenting without registration is enabled for the domain; it has no effect on authenticated users.
