Allow moderators to set custom name

This dynamic configuration parameter can be used to specify whether moderators can use a customised name when posting comments on the domain.

• When set to On, users with the moderator or owner role and superusers will be able to set a custom name, which will be used when writing or editing a comment on the domain’s pages. The name can be set in the User settings dialog (appearing on clicking the “cog” button).
• If set to Off, a moderator’s comments will always bear the name defined in their profile.
